Milton Approves PILOT Agreements For Renewable Energy To Ensure Fiscal Stability

Key Points

  • Authorizes Select Board to negotiate tax agreements for renewable energy projects
  • Provides long-term revenue certainty for the town's budget
  • Reduces financial risk for solar and battery storage developers
  • Companion measure to specific solar site authorizations at town facilities

Article 38 was approved by Town Meeting, authorizing the Select Board to negotiate Payment in Lieu of Tax (PILOT) agreements for renewable energy facilities located on town property. The measure is designed to provide financial certainty for both the town and solar developers regarding the personal property taxes associated with energy installations.

Town Administrator Nicholas Milano noted that these agreements are standard practice for municipal solar and storage projects. By locking in predictable payments over the life of a lease, the town can better forecast revenue while making Milton more attractive for renewable energy developers. This article works in tandem with subsequent warrant articles that authorize specific solar leases at the Library, Town Hall, and the Animal Shelter.

The Warrant Committee recommended the article to ensure the town has the necessary tools to manage the fiscal side of its growing renewable energy portfolio. The measure passed with 185 members in favor.

Motion: To approve the article as printed in the warrant.

Vote: Passed 185-7-3
