Milton Overhauls Sign Bylaws With Protections For Free Speech And History

Key Points

  • Comprehensive update to town-wide sign regulations and approval processes
  • Reduces standard sign area for businesses while increasing temporary sign flexibility
  • Amended to protect non-commercial free speech and political yard signs
  • Increases allowed size of historic markers to 10 square feet

Town Meeting concluded its third night by approving Article 42, a comprehensive update to the town’s sign bylaws. Planning Board Chair Meredith Hall and Town Planner Elizabeth Manning presented the 13-page document, which simplifies the approval process, moves appeals to the Zoning Board of Appeals (ZBA), and establishes clearer dimensional standards for businesses.

The new bylaw reduces the allowed sign area for businesses from two square feet per linear foot to one, though it adds flexibility for temporary signs and awnings. This proposed bylaw codifies the sign review and approval process in a clear and concise way, Manning said, noting it balances commercial needs with the town's historic character.

Significant amendments were adopted from the floor to address constitutional and historical concerns. Member Michael Chinman successfully moved to strike requirements that non-commercial signs, such as political yard signs, comply with specific building code sections to avoid potential free speech infringements. Chinman also secured an increase in the allowable size for historic markers from two to 10 square feet. An amendment by Andreas Lesing was also accepted to ensure the Planning Board must hold a public vote before updating the Sign Guidelines Handbook. The article passed 160-15.
