Warrant Committee Chair Jay Funling explained that the new bylaw clarifies the roles of the building commissioner and the sign review committee. It codifies the current process: businesses go to the building commissioner, who sends it to the sign review committee, Funling said. He emphasized that the changes are focused on commercial signage and will not restrict temporary residential signs, such as those for the Boy Scouts or yard signs protected by the First Amendment.
